I think she was taking a walk under some ladder (which is a no-no--you're not supposed to walk under ladders if you want to have good luck), and there were some painters on the scaffolding above her, and one of them slipped and knocked over the paint can. Alas, the green paint only managed to cover up half the dress, and could not save Joss from fugliness.
